Tia Dalma Airplane
 

In the jungle, i met a person looking like Tia Dalma, but she had her arms spread and acted like a townsperson. WEIRD!

You shouldn't meet Tia Dalma period, I dun think...>__> With her arms out is simply a "debug" version, since develeopers can use it to adjust joint actions. Like Gibbs, all characters act that way unless they are in a cutscene, pretty much, so that part isn't unusual.

You meet Tia early and she is a cutscene, I see it with most cutscenes that the characters are suspended like that for a second until the cutscene commences
