Make your flags animated..
 

Here's a great site that I used to make the one I created for my guild..

It's fairly easy once you have the design saved. Just upload the image onto the site. Go to animations. I went to more animations at the bottom, and chose the flag option. Saved the picture right there, and viola.. Instant waving flag..
