how do you start the dagger quest?

The quest unlocks at Notoriety level 10.

Just my opinion...that seems...silly. I am running around with a gun a cutlass, and a ship with CANNONS and I need to be level 10 to use a DAGGGER??

yep and you need to be 30 to use the most powerful [staff]
anyway getting tov 10 is easy [if ur not basic]

The game is full of goals for you to strive for as a pirate. It also promotes usage and getting comfortable with the first weapons before you get your 3rd voodoo doll at level 5, the 4th dagger at level 10, the grenades at level 20, and finally the staff at level 30.

It definately helps to keep you busy, and maintain interest. :)

I suppose my objection came from a preconceived idea of the difference in difficult of using a dagger versus using a cutlass (usual MMORPG drivel). However, there was a movie (I forget what it was called) in which natalie portman (then 12) wants to learn to be an assassin. The person training her (reluctantly) starts her on the rifle. His logic is, longer range=Safer. Safer=clean get away. He tells her that when she has mastered all the longer range stuff, she will learn to use the knife, and then her hands. (or something that basically amounts to that). So using THAT logic, I concede my objection to needing to level to use a dagger.
