Capture Luther?
 

Any idea how I am supposed to do this quest? All I can do aboard the Navy ships is kill or be killed. I am at a loss on this quest. Any help is wholeheartedly appreciated.

All you need to do is defeat the right ship, you dont need to board it

Keep defeating navy ships until the quest pops up as completed. You'll have to do a few of them.
