Im thinking its gonna become a navy town because if you look on the map
there is an option to teleport to it, and it looks like some towns already incorperated into the game

and if you look at the Player Q & A on the site it states

That'd be cool, actually -- going under cover :P

But who would you kill, other pirates or the British Navy? What if you die where would you go? lol

More likely some sort of dungeon/slave camp/catacomb complex.

there is supposedly a navy spy according to deed quest from padres tatoo quest

I thik its just gonna be like PR where you are a pirate on Navy territory. Theres a jail there already and TP totem (nnot in play yet).

In disguise???? Id stick out like a sore thumb... I havent seen a female Navy or EITC officer in game yet. ;)

its a glitch

a glitch? how so its been thru a lot of updates im sure they would have spotted it by now

"Glitch" probably isn't the right word.

It's leftover "cruft" from when they were building the island templates. If you're looking, you can see a lot of areas where they reused models and map features.

What they did was make at least a token effort to seal off areas of the map where you're not supposed to be able to go and leave the features in there, rather than completely rebuilding the model from scratch.

They just never really figured on the player's ingenuity into getting into places they were never supposed to go. And, even now, it's still easier to just leave it alone than completely rebuild an island (spawn points, portals, static NPCs and all).
