Finding The Pearls From Rock Crabs
 

Okay I finally found Luther! I was with a friend on his boat and just plundering ships and finally found the one with Luther on it! Okay Now I need help with finding the rock crabs I've been to Cutthroat Isle, and Devil's Isle. Everytime I get ready to do this part of the quest the ray of light always goes back to Toruga. I don't know why There are no rock crabs there. Can someone tell me the right Island to go to get the pearls from the rock crabs. Thanks

Iirc, the only place I could get this quest to work was in Misty Mire on Tortuga. There is a rock crab as you first enter the Mire, just keep taking it out till the quest completes.
