Steal The List Of Ships
 

Help! Where do I go to find the container holding the list of ships during one of the quests James Pidgeley gives you?

I'm pretty sure this is for this quest. Anyways...

In Tortuga, near the half a ship (shipwright) is the entrance to the town. In the entrance on the left is a door, its literally in the entrance (which is an arc) and on the left of that entrance arc which is a door, there's a desk in there that you can search which is what your looking for.
