Sailing through Port Royal

Right now, at this moment, I am sailing through Port Royal. I can not see any people, but just all the buildings and trees. Has anyone experienced this? I have a couple of picture that I took but I am having lag right now. Would this be a Glitch or Bug?

I've experienced this bug before. I had to log out and back in for it to get back to normal.
