Broadside question

I have 5 skill points on each of my broadsides, and I'm sailing lvl 21, but when I look at my ship page it says I've got only 10 of 12 broadside cannons available on my War Frigate. Shouldn't I have all 12 since I've 5 points on each? My War Sloop says I have all 7.

I have all 12 cannons on my war galleon, but on the frigate, it shows 10 of 12.

Anyone ?! :)

Well, I guess then that makes me another one with the same question. I submitted this via a bug report to Disney, but don't expect much of an explanation.
