So, I have been looking for months for a legendary blade, and have asked myself this question..

No. It's on a cycle- the luck of the draw. Hope you get lucky!!

To a certain extent it may be favored towards lower levels. Like, a lower level has more enemies that are a higher level than them, and if loot is distributed by level, then by logic, a level forty fighting a level fifty enemy will get slightly better loot than a level fifty fighting a level fifty, simply by difference of levels. I'm not sure if that is the actual case, but if it is, then yes, loot is slightly unfair.

Other than that, its what Hooky said. Luck of the draw.

Personally I've gotten more loot as a 50 then ever before (loot system came out when hook was a 39.) but it's a good and valid theory. I like seeing the fact that most of the people who are speedchat plus, lvl 40, and don't usually look for loot always get the clothes that I want. Haha

Yes its unfair. And no, I'm not whining about my bad luck. I've been looting for ages and haven't even gotten a famed from anyone except Foulberto Smasho. It isn't fair.
All my friends get legendaries all the time but i don't have one. They need to make it more fair.:Pirate9:
