There's always the "Stand on Abassa Tortuga with a massive thought bubble while doing an emote" method, but that usually won't get the best results. Some of the best ways are by doing public plunders, where you set your ship to public on a crowded server, do a plunder, and at the end see if anyone wants to join your guild. Another way is by doing the same, but with fishing. Also, try asking some of your friends. There are lots of methods. Try boarding some public ships too perhaps, but make sure to be polite and courteous to the Captain and crew.
