Yes it is level 23
After getting sunk seconds before reaching the harbor more times than I care to count (and it seemed like Gunner's quest kept you running back and forth to Padres for one item and then back out again), I completed the teleport quest.
But not before I learned the back way to PDF. Sailing out of Cuba, circle around to the south to the right of Tormenta. Then sail around Outcast island (which side depends on the ships you see on the way and what you're sailing in). After that it is a straight run to PDF (or around/through the various ships). It helps to have full sail (and ramming speed) to get away from the (sometimes really) big ships you see. I bought a sloop to do this since my frigate was just a hair too slow and it hurts that much more to see the shallows just as the lightning shot (or firebrand) catches the back of your ship and you sink (and pay 89GP AND lose any cargo you picked up).
But this is about the teleport quest...
I killed the undead in the cave (didn't even know about the beach). There's a few dancing around the fire in that first room, just kill (or is that re-kill) them and go up the stairs to the next part (named the catacombs I believe). There I was able to stand on the edge and kill one skeleton at a time with the pistol.
The brigand on the beach seems to be fighting an officer (and you get both of them after you when you try to attack and that's a bit much when you're alone).
I used bane shot for the grenadiers and brigands, and hex eater shot for the gypsies. After the 3rd or 4th shot you could tell the gypsy lost all vodoo because the attune cloud disappeared and he just kind of stood there while I finished shooting it.
I found the gem near the entrance to the quarry (almost a straight line back from Gunner's shack). And that first trip to see Gibbs (and then Jane Greer and back to Duchamps) sure was sweet when you're not muttering like Jeff Goldbloom in the jeep being chased by the T-Rex in Jurassic Park... must sail faster, must sail faster.
