It doesn't really matter.. that hat wasn't that great anyway.

Since they have it, it may be back. Then again, NPC's have a lot of stuff that we can't get.

I have seen NPCs with bonnets (girls). I also sometimes see shirts in colors that we don't have yet. To answer your questions, I don't know why they have the Navy hat. Looks cool although.
