Relics are random?read
 

i was at darkheart yesterday, trying to find a good weapon.Suddenly a slasher or gypsy or something came behind and was hit by my broadsword. He fell down quickly and i continued with dark heart. after i got loot from darkheart (some tonics and money) i realised there was skull chest behind me. I opened it and it had generals broadsword (with 80 attack and hurricane slash). And it was from the gupsy or from the slasher. So keep fighting everything dont focus on bosses

lucky! i thought that the stuff u get ( the good stuff) goes in a pattern : before a update get good stuff while others dont, then after the update i get bad stuff while others get good stuff :p (thats what i think..)

Actually, i've hit a couple of Skull Chests off fairly low enemies. It's not just the bosses gang.

I've gotten skull chests off the vets at KH nading.

Oh you can definitely get them off of low enemies. I mean, I think I've gotten one off of a level 2 gator in Cuba! They're everywhere

I have gotten a skull chest off of a dread scorpion...and one off of a gypsy when you first arrive at back beach...the gravedigger even gave me a regular chest once...with a bright red shirt in it!...Darkheart continues to drop skull chests for me when I use weaker weapons...still don't know if thats a coincidence or not....

Nice find! Just the other day I was defeating a few giant scorpions out of boredom, and one dropped a rare musket.

lol now we have proof its random.
now read this method:
1)go to kingshead at the famous six guys, the ones you trained grenades when you were a noob.
2)take out a staff
3)then the usual.
i was there yesterday and with 6 kills (6 times killing them all) i got 4 royals, 700 gold, some rare weapons and a relic sea charm (and some cards and tonics) . I was lucky though about the relic but you can also be. Good luck!
