EITC Soldiers

I've been searching all over for the EITC Soldiers on Tortuga and found nothing. Yes, I've visited the Theives' Den. I'm not sure what kind of cave they're talking about in the quest, but I can't find the Soldiers! Help please. Thanks!

They are dressed in all black. The easiest ones to get are in Fort Charles on Port Royal. I only say they're easy because usually there's a bunch of people ganging up on them there :p
