I was hanging out on padres just chatting in whisper to different people, faking afk, when a pirate that used to be in my guild came along. He asked me questions that strangely indicated that he could read my whispers. I whispered to a friend how it seemed he could see my chat when it was not local or in guild. He said he could and it was some program. I know disney can read it all and that is a good thing but others with no Gamemaster over there heads .... I do not like it.

I'm not really sure if that is the case... no program that comes to my mind allows anything such as this to happen. The person you were whispering to could have told, or depending on the conversation.. it could just be a coincidence...

If he admitted to using a program to do it then just report him. What Sven said is more likely - they were playing a trick on you. Using a game hack is against the Terms of Service and he could lose his account.
