I keep hearing about how to do this, but is it based on experience or is there something specific I have to "do" in order to skill my weapons?

Go in your treasure box under the "K" tab and scroll through all your weapons. If you're ready to upgrade there will be a message to do so; click that weapon or skill and it upgrades for more damage.

You need to keep checking this "K" page as your skill points go up, as it's easy to miss and you could be losing out on more damage.
