can everyone in the world subscribe to pirates of the carribean online or only USA?

I believe if you can arrange payment, then you can subscribe, as long as your internet connection supports playing the game. Arranging payment can be difficult as they are primarily setup for US payment options. Visa gift cards, POTCO game cards if you can get someone you know (Do not pass personal contact information either on POTCO or here on POF) in US to buy and send them to you might be a few possible solutions for those outside of the US.

Purchase POTC gift cards online from Best Buy or any number of online toy stores. Just do a search and have them shipped to you. Online vendors have more reasonable payment options so you might be able to convert your "Euro-other" to POTC gift cards more easily and this avoids using a middle man from the US.

Unfortunately, POTCO game cards have been MIA from most retail and online stores (which used to have them) for some time now. There really hasn't been any indication of when or if they'll return to shelves and for online sale. Disney's site does say available at Rite Aid or CVS retail stores (used to say a lot more stores e.g. Target, Best Buy) but I wasn't able to find them available on their web sites (or any other online retailer) either.

The cards are available in CVS stores in my area and also in Best Buy stores in my area. A simple call to the local CVS and a credit card and they are sending me one in the mail right now. I'm not sure how they would react to a call from outside the country but I will ask the front store manager at my wife's CVS (she is the Pharmacist in charge) and see what their tolerance is for mailing things outside the states. Best Buy was not able to send them out when I called today but they were willing to mail them if I contacted the online store with a special request. They did, however state they had them in stock. Seems like a lot of work but if you really have to play POTC then GL. I did indeed search the online vendors and didn't find any cards available any longer so I do apologies for the incorrect information. Oh an back to the question, yes I think anyone can play as long as they can download the game, connect to the internet without restriction and yes indeed if you need to be unlimited, pay for it.
Addendum:
OK some times I think we just try to make up Rube Goldberg ways of doing things so I tried to simple this down. First I called back the CVS and had the manager there read me the numbers off the back of the card so they don't have to mail it DUH should have thought of that right off. Second, I used a Visa card to pay for it but I asked what if I had an over seas card or gift card and his reply was "if the machine takes it then its fine with us and our machine accepts almost any card". Again, there should be an easier way to do this but at least it can be done.

You had an in store manager take an over the phone credit card payment? Are they even allowed to do that? Seeing as how that could cause trouble, I would still recommend going through a US friend or family member you TRUST to get a card. But, fair warning, if you do get a card and use it for a membership in a non US territory or other country you can loose said membership with no compensation. All it takes is one person to report you have a membership outside the US and yours is gone. (Yes, really, happened to a friend of a Hollow buddy. She lives in India, and one mean little person reported she wasn't American. D revoked her membership, no questions asked.) It all boils down to one thing. D doesn't like to mess with currency exchange rates.

First, I deal with pharmacies all the time and the store manager can do this if they want. There isn't any rule about not doing something nice for a polite customer. As far as what Disney rules are I have no idea, the question was can you and the answer is clearly yes since I have countless friends from other countries. Where does it say you have to be from the US to play POTC? I'm thinking I should tell all my foreign friends about that? Can you post that for me please, I would be greatly appreciative and so would my friends. Thanks
