Error Message???
When me friend (he's basic access) was trying to buy an iron cutlass, he got this odd error message:

Basics are stuck with the basic level weapons. At least that is what I understand of it.

It means that pirates with basic accounts cannot buy weapons upgrades.

Basically, that Locked To Basic Access message means that players with Basic Acess cannot buy it. Players with Gray ( if you don't already know ) nametags are Basic Access. Player's with blue nametags are Unlimited.
Since your friend is Basic Access, he is not allowed to get the Iron, Ornate, Fine, or Pirate Blade cutlasses. Same goes for other weapon variations. Pretty much, even if your a good enough level and enough gold, you cannot buy it until you pay for the game. Also, there are other features that cannot be accessed by Basic Members, such as the Black Pearl Boss Battle, the Voodoo Doll/Staff, Grenades and Daggers, Light Frigate, Merchant Ships and Warships, etc. You'd really wanna tell your friend to pay, he'll have a great time in the game. Perhaps they changed the message. I've never had a basic pirate, sorry, can't help more than that.

There are a number of variations of wording of different messages in the game, asking Disney for consistency, would be like asking them for our 12th story chapter about now.... (not possible).
Locked to basic access, is a shorthand way of saying. Your a basic user and do not have access to this function/item/feature. |

Actually, its not uncommon for such inconsistencies. Its definately not a 'Disney' thing as I may have implied. When coding large games, its easy to have a few messages worded slightly differntly. Ive seen the game tell me all sorts of strange responses that 'worked' but shouldnt have fit into the story/quest, etc.
