She's in the tavern in the middle of Royal.

1-Go to Will Turners place
2-Take a right over the bridge into town
3-Keep going until you see a tavern on your left.

Don't you have a quest finder on the compass? Or did it go away?

My quest finder was showing a ray of light on Cuba. I was pretty sure she wasn' there however, I did still explore like crazy. For some reason only my ray of light is working on my quest finder now. No yellow arrow, dots of enemies and friends. I've submitted a bug request. Thanks for your help.
