I dont check the ship levels but to shed more light on the subject, these enemy levels were implemented with the last update and are already on open.

There may be a few adjustments/changes, and at least one addition (Thrall Captain in Tormenta Cave is only one I immediately know of) in the upcoming release, but nothing that appears to be any big changes from whats already on open enemy wise. Rep distribution appears to be cranked up 15% on test, hopefully that will come over to open with the updates as well.
