I too am a little disappointed in the Expedition Fleets. After reading the posts made by the test peeps, how hard it was, how many times they were sunk and just kept going back - and that it was such a challenge and very fun....
The only thing they really did was reduced the distance in which the cannons of the fleet fired. They may have done more, but one of the reasons it was more difficult on test was the lack of people participating, and the level of pirates involved. (The couple of times I did it on test, three ships were the most I saw, but most of the time it was one ship with a few people on cannons. Not as many high levels on test as there are on live :D)

Ok Sven, well that makes sense. In that case I have to agree with Edward's statement that the number/difficulty level of the ships should be proportional to the number/levels of the pirates on the server.

Point is mute I believe as they were to be done as of the 15th?
