Port Royal Fort Heist (medium)

I know it has to be something I am over lokking, or not in right place? /scratches head
I cannot find the Sergeant to obtain a badge?? I have killed a couple Sergeants, but this does not update the last part of this quest. Can someone direct me to the right place to finish this quest?
