Where would i find a soldier?

The EITC soldiers are the guys in black. You can find them at the fort in Port Royal, and in the Theives den on tortuga.

There are a couple in the Theives Den on Tortuga. In the area with the shallow water. Usually they are labeled as Thugs if I recall correctly.

Yes. They are the ones labeled "Thugs" in Thieves Den/Fort Charles.

Ya, some Grunts which range from level's 13-19 are at Fort Charles and Theives Den on Tortuga range from I think 13-20. I'm not too sure on the estimates, but thats as High/Low I've seen them go.
