Pirates Launcher Problem

I've been having major problems with this. It keeps saying "Problem starting Pirates of The Caribbean" also the video is not working as seen in this picture as you can see there's a red x there. I've have talked to a POTC tech and they suggested that something might be wrong with my graphics card. But I check to see if it was working right and it said this driver is working properly. I don't know what the problem could be do I really need to get a new graphics card or is it something else? Yes I do have Active X on my computer. My computer is a Dell Dimension E310, I have Windows XP. Please help!
