Skilling Weapons

Tip #3: In the Skills menu, you can add skill points which make your attacks more damaging to the opponent. For example, I skilled up my Sweep with my cutlass all the way to 5 skill points. Now, my Sweep does 110+ damage every time. And I also skilled all the way up my Round Shots on my cannons, so in about 15-20 shots I can sink a Jolly Roger/ghost ship if I'm alone on the cannons. You can also use the skill points to learn new tricks, for example I just learned the Flaming Skull shot for cannons. Every time you level up you get another skill point towards that particular area of battle.

I keep hearing about how to do this, but is it based on experience or is there something specific I have to "do" in order to skill my weapons?
