is it going to only be available to te U.S.

is it going to be only available to the U.S. becoz i just got back form my vacation and it says you are outside the U.S. so your unable to play or something like that so does it mean only the U.S. wil be able to play POTCO or do you think that everyone will be able to play it by the release date/ BETA phase 2 ?
