Ship Boarding Rights

I was wondering if it would be possible to make it so that a captain of a ship could boot anyone off of their ship, crewed or not, privateering or not. I've had a lot of unfortunate experiences with people who go out of their way to annoy the captain, and it would be a lot easier to just boot them.
