Quests - Cannot Go Any Further

I was searching through many posts today to see if I could find some information regarding some of the quests. Last week, I decided to start a secondary character since I have seen many individuals with different skills I didn't possess and weapons I could not longer utilize on my main character (i.e. pistol, cannon skills - grap shot, flaming skill, chain shot, etc). The other reason I started my secondary character was because of being stuck on some quests, which it seems like others have moved further on. Anyways, I thought I would start this thread with the hope of helping others and having a one stop place for quests which you can no longer go any further. Please let me know if anything is incorrect, or if there are other quests which you cannot go any further. Provide similar information as below and I will be sure to post in the first thread....

Weapon Unlock: Dagger (85% Complete)

Task: Recover a message from a Navy ship
Description: Recovery a message to governor Swann from a powerful Navy ship
Reward: 100 point Notoriety increase

This quest task seems like many others are currently stuck on also, I have seen some posts where people have sunk many Navy ships and still have not recovered the message. So, I will not comment any further until someone posts that they have received the message or completed this quest.

The Black Pearl (The List - Doc Grog): Gather Medicinal Ingredients (13 of 13 Items)
Task: Recover 5 entrails from a giant crab (Complete)
Description: Return to Doc Grogg
Reward: 100 point Notoriety increase

This quest says 81% completed, and I have finished collected 13 of 13 items which would be 100%. I also returned to Doc Grogg, and I receive the 100 point Notoriety increase but nothing else happens regarding this quest. I haven't seen too many posts regarding this and wondering if others are actually stuck at the same point. I was hoping with a secondary character I would move further ahead on this quest, but I am stuck in the same spot again.
