they appear all around in weird places, the Sky, The ground, why not Under water!

That bayonet is actually a breathing device. When close to the surface it acts as a snorkel otherwise, it provides oxygen from the modified barrel.

Saw the plans for this on Lord Beckett's desk the other day when I snuck in for a peek around.
