My quests originate from Elizabeth, then from there it tells me who to talk to. I've had to drop the ones I couldn't complete and do the ones I can. Which Chapt 3 quest are you on? There are many in Chapt 3. I'm currently stuck on Doc Grogg, but I'm not going to drop it. lol It took me a while to finish it lol. I'm just going to sail the seas get cargo and work on getting my sailing level up I guess
