No, there isn't a way to kick unruly pirates from your ship. You can only do that in SvS mode. POTCO did take away that ability to AFK on board just to get the loot. It's rather amusing to see those pirates use that lazy trick unaware of the change. Unfortunately, those who caught on to that change have decided to behave in the manner you describe. They just move around so as to get their share of the loot anyway.

What to do? Crew only those you know in your gut is sailing for the same purpose as your own. For instance, you wish to get rare ship materials. The rest are stowaways. Then, when you are close to engaging the Hunters, land at the nearest island [preferably Tormenta or better yet Ravens Cove when the red ghosts are out and about] and dump them all. Be sure to close out Public Access first before dropping anchor. Then set sail again and let only those you crewed to get on board. If you are fortunate to meet some friendly strangers who excel as cannoneers, then friend them so you can offer them to join you for those plunder runs whenever they log in.

No amount of reason or politeness will correct such bad pirates. Best to accept that sad fact and come up with your own solutions as Captain of your ship. Clicking Ignore is a joke. Can't expect, nor afford to wait on, POTCO to empower Captains anytime soon. Granted, some are against it because they fear abuse of such power. I disagree. If that power can only be used once per voyage, then it will be used wisely. Our opinions expressed here though must actually be expressed in their Feedbacks there if we really would like to see changes made for the better.
